well, Lapras is Water/Ice so unless there's a big difference in levels, a good trained Lapras could take 2 or 3 thunders
plus, it doesn't has to be Lapras. Kabuto can learn Ice Beam with a TM, same with Swampert. Hell, Rhyhorn can learn Ice Beam!
