Cats do that when they're overheated or very stressed out. This guy taking the video should have given it some water instead of face-time on camera.

cats, like dogs, do not have sweat glands (imagine how terrible they'd smell if they did) so to cool off they use their tongue and mouth as a way to release heat and cool down.
the reason you hardly see cats panting is because they are lazy fucks that sit around all day. they have no reason to pant.
