I'm assuming you mean Social Security, which could be considered a social pension, and you're not referring to corporate pensions. I would say no. I believe Romney wants to slowly privatize Social Security over time. The truth about social security is everybody always gets more out of Social Security than they ever put in because benefits constantly rise to appease older voters. This is a problem because that money is spent as it comes in. It isn't invested in stocks or something like a 401K, or IRA account, so there's no interest accumulating (they say they're paid interest from treasury bonds, but that's BS because it's the government paying itself interest). Social Security is expected to "run out" in the next 25 years or so.

Overtime we could slowly move people out of social security into private "forced saving" accounts which would bear interest and help stimulate the economy. We can't really do it all at once, simply because it would be a huge cash flow problem (not enough incoming cash to pay current retirees. The smart way to do it would be to initially make people pay, or accept less, in order to opt out of social security much the same way school vouchers work. With school vouchers, the parents get maybe 60% of the money the state would have spent on their child to spend on whatever school they want. It's a win-win because the public schools wind up with more money/student, the parents get better schools for their kids, and the competition makes public schools better.

If people were given 80 cents on the dollar to invest on their own then some people would take up the offer, which would relive future debts from the government to them which would be larger than they would have put in. Plus keeping the 20 cents on the dollar would help pay down the Social Security debt we already have.
