Actually, I'm pretty sure that's to simulate the force you feel from acceleration.

Since Gravity provides a constant force pulling you towards the earth, when you're tilted back, it feels similar to speeding up in a car.
Especially if you have a TV in front of you that's telling you you're not tilting in any way.
