They do it to find the queen among them, and after they have found it, wherever they take her, the entire hive follows.

tl;dr: So all in all it's for the cultivation of wild bees.

These are honeybees and they are currently swarming. One of my friends did a project on honeybees a year or so ago, and I think she said that the bees do this when their current hive gets too large. They split up and one part stays with the current hive along with a new queen bee, and one part swarms like this with the old queen and finds a new place to live. They all follow the pheromones of the queen bee, which have a calming effect so they are completely docile in this state. People also go "Swarm running" or something like that, where they find a colony that is currently swarming and run with them through fields and whatnot. To me, that sounded like an ideal opportunity to start screaming and make it look like you are being attacked by thousands of bees. Also, people who keep bees like to look for colonies in this state because if you can find the queen in there, and grab her, you can take her to your own hive and the other bees will follow, giving you a new colony of honeybees.

With both Bees and Wasps, when they aren't flying and are all balled up like they are there they at their absolute most docile state, and become dificult to provoke, to the point you can just grab them and be fine.

One time a wasp sat down on my arm and I thought "well, they only want to live, it didn't do anything to you". So I surpressed the urge to hit it.
