I've never experienced any such things before. There a thieves/bandits on the roads, but I've never seen one in the cities. The only "events" I see in cities has been with the Dawnguard expansion. Master Vampires spawning all over the fucking place with their thralls, massacring the NPCs.

Dragons will attack non-instanced cities like Dawnstar and Winterhold, but they don't attacked instanced cities like Solitude and Riften.

It must've been an early bug. I've seen dragons spawn by non-instanced towns, but never in an instanced city.

I've had the game since release. I have 150+ hours invested in the game. I've explored every area, done every quest (aside from the Vampire faction stuff). I've never seen a dragon spawn in an instanced city.

I have. I don't see any non-PC (non-modded) videos with a date other than November with dragons attacking instanced cities.
