When you get the DLCs, EVERYTHING starts levelling with you after you kill the end boss of that DLC. For example, Knoxx' boss was the guy in the robo-suit. Don't remember his name. I think it was Knoxx, actually.

Anyway, yeah. During the DLC, all of the enemies were about 10-20 levels below me. Now that I'm 69 and have finished the DLC, the enemies are all 69 and the quests are also 69. It's not a glitch, it's levelling with you.
