Because they're all douches who hate good people. If your karma is anything above neutral they'll hunt you down. Although you can get rid of them all at once. They have a base of their operation somewhere in the wastes, I can't remember exactly but it was somewhere on the left side of the map. I've got extremely good karma just by destroying their base now.

Well the Talon Merks hold parts of the Wastes for themselves, and will attack anyone on sight. However, if you have good Karma, they will seek you out and attack you(In the same way if you have Bad Karma the Regulators attack you...).

who are the regulators?

they go after people with bad karma. so if you do a lot of bad things the regulators will find you. they are like talon companies opposites

Merks that only hunt evil people. If you have Evil Karma and you haven't met them yet, you will. Also at Level 14(I believe) there's a perk that let's you work for them, so any evil person you kill will drop a finger(I think it's a Finger... It might be an Ear but I think that's the Evil version of that Perk...), and you can give the Regulators the finger for Good Karma points(And maybe Money and EXP, I forgot...It's been a while...).
