Both the Legion and the NCR as well as Mr. House want the Brotherhood dead. It's best to make friends with them before going with any of those factions.

Well I killed Mr. House. I'm vilified with the NCR but I'm accepted with the Brotherhood and Leigon

If you go with the Legion, the Brotherhood must die. So if you really like the Brotherhood, no.

What would you recommend Legion or Brotherhood?

Because you're asking me these kind of questions, I'm just going to assume you're kinda new to the game...

Well, the Brotherhood give Power Armor and good weapons and the Legion give a few good Melee weapons, Unarmed weapons, Light Armor and a Sniper Rifle. But the Brotherhood have no interest in taking the Dam so you're going to have to find someone that will let them live(The NCR will if you do a quest in a specific way. But there is another faction that will let them live...). But you could just go with the Legion and kill the Brotherhood after you have gotten everything you want from them(If you do this and your character is using energy weapons, just make sure to get the Safe House key from them before you kill them...).
