At the beginning of Bioshock Infinite, in the row boat, the Lutece twins blabber on until Rosalind asks Robert "he doesn't row?" In response Robert goes "Nooo, he DOESN'T row". He's actually referring to the way the events are supposed to be played out in history. It's one of those constants and variables that Elizabeth was going on about towards the end of the game. Robert's not describing your inability or lack of interest in rowing, he's talking about how for things to play out through time like they have before, you (booker) do not row.
