I think bulk could be like the lives of terrorists vs lives of FBI investigators, NSA, etc. and maybe some family members. Showdown can be where the brother is gunned down in the streets, victory is when they have a shootout with the younger brother before bringing him in and finale is when they prosecute him and sentence to death (if that happens. whatever happens in rl)

But I think that 9/11 was a much more dire situation than this was. It also implicated millions of people and started a war. There was much more to talk about politically, religiously, racially, etc... This just doesn't seem like movie material in my opinion. It could become a movie, though, but I don't think it'd be amazing.
