Maybe. Cloning technology seems to be pretty advanced there, since they can genetically alter DNA to make a super Pokemon, so cloning a person probably isn't that hard. Maybe done by whatever corporation runs the Poke'center.
I've got a theory that Bill is part of Team Rocket, and his PC was initially developed for Team Rocket use, and now they just use it to steal people's Pokemon. The only reasoning I can think for having Nurse Joy clones is if they work for TR, taking DNA samples of rare Pokemon that come in so they can later be cloned. The nurses would be cloned so that if any got out of line, they could be replaced without suspicion.
