Yes beacuse on a 32 bit system the folder is the main componant for the OS but 64 doesnt use it as its filled with 32 bit drivers

That's good but if he wants to play Skyrim with good quality without lag, he'll definatly need a quad core, i7 is best, about 2gb graphics card and 8-12gb RAM DDR3.

I would recommend this case(pic), its really good i have it myself, it NEVER gets hot with a big-ass fan like this, thus better performance ;) or water cooling wich is even better..

Not sure man, the site looks legit but i payed €1680 for my pc i built myself, i got em shipped from where all parts were the cheapest and i even have slightly lesser specifications so there's be no way these prices are real. Since you don't know a lot of computers, i would suggest buying one in a store. Just ask people in the store if they can help you out.

Best thing to do then is go to Dell website. You can put your pc together there with some options depending on how heavy you want it to be.

Learn that, then get back to your new pc project... Just a good idea...
