Nah dude. He didn't cut his tire on purpose. All he did was hold his line. Besides, it could so easily have gone the other way--if Hamilton's tire didn't burst, but his front wing still broke (like Alonso did on Vettel later in that same race).
If Rosberg actually did it on purpose, and pulled off such a stunt intentionally, then he is a much more clever and precise driver than anyone gives him credit for. IMO, it was a racing incident. An emotionally-charged racing incident for sure, but a racing incident.

My department does not allow officers to use Tasers. We carry pepper spray, batons and firearms. We usually carry beanbag shotguns in our cars.
It depends on what you mean by "use" my gun. I've pulled my gun out and pointed it at people quite a lot, but I've never had the need to actually shoot anybody. Same with most of the people I work with. The other tools on my belt have somewhat limited use. For OC , you need distance and the right environment. For a baton, you have good footing. Tasers don't always work and if you're in a lethal situation, you don't want to use something that might not immediately stop the threat.
It's easy to sit back and judge what an officer does when he thinks his or her life or the lives of others are in danger. It's another thing to go through hundreds of hours of training and thousands of hours in the field and actually be put in a life or death situation and act.
I encourage you to do some ride alongs and get to know some cops.
