I agree the title is pretty misleading, but to get technical;
Im pretty sure you can be put into jail during interrogation, and I assumed the verb being jailed would apply there. And no where does it state that he was charged beyond the arrest or being sentenced in any way.

For something to be truly fair, the consequence has to match the circumstance. Not just what happened, but how and why.
Suppose there's a group of people all working together to do something, and their food supply gets low. Ignoring who the people are and what they do, it'd be fair to share it all equally.
Change that to a ship and its crew, the captain always gets the better, fresher food, and more of it. Not because he has more power, but because if he gets sick, the entire ship stops working. It wouldn't be fair to the crew, or anyone relying on them, to risk the captains health and safety just so everyone else can have nicer food.

Fines have a minimum and a maximum to them for each offense. This is because if someone was misinformed, they don't deserve as much of a fine as someone who deliberately broke the law. It's part of a police officers job to make quick decisions where an individual falls.
The world is complicated, and there is no reason the law shouldn't be built to accommodate for that.

I'm not a cop or anything, but I'd have to guess it's to see how co operative or ignorant you are.
If you reply sarcastically, they know you're not sorry for it. So, higher fine. Maybe that'll stop you from doing it again.
If you reply honestly yes, they know you understand your mistake, and depending on your situation they might lower the fine for you.
If you honestly don't understand what you did wrong, then they know to explain to you what you did wrong and why, and they'll either let you go with a warning or go as easy on you as they can.
