Voldemort was considered worse because Wizard hitler (Grindelwald) had good intentions for the bad shit he did and everything he did wrong was born out of a misplaced necessity for a 'greater good'.
Voldemort was just an insanely powerful serial killer sociopath with a god complex.

End of the day Voldemort was definitely more evil than Grindelwald, and it's safe to say he had more raw power than Grindlewald since he was able to penetrate the 'impregnable fortress' that Grindlewald trapped himself in. Influence wise the reason people didn't consider Voldemort as bad as Grindlewald is because Grindlewald was a revolutionary and very loud by nature, but Voldemort was more of a dark puppet master relying of a series of Imperious curses to take over the government from the shadows. At the height of Voldemorts power only a select few rebels and servants even knew that he was in power and the official word was that he was still dead.

It is safe to say that Grindelwald is more the wizard hitler than Voldemort, but Voldemort was definitely the worse dark wizard.

They zoom up about 50 feet, then have to slow down to the same speed anyway. Fucking idiots, man.
