Should explain better:
Take some responsibility. Yes, it is basic etiquette to refill the roll, but if you run into the bathroom and don't have a roll, then it's ultimately your fault.
There's a big difference between having to put the seat down and having to replace an empty toilet paper roll. In the former case, one cannot reasonably assume that the seat is already down before usage, since there are multiple valid states in which the seat can be. On the other hand, one should be able to assume that there is a toilet roll available for usage, in the same way that one should expect an unclogged toilet. The responsibility of both replacing an empty toilet paper roll and unclogging a toilet falls not on the innocent victim, but on the one who creates these universally-undesirable conditions.
Furthermore, rummaging around and finding a replacement toilet roll takes considerably more time than merely adjusting the seat. When nature calls and time is of the essence, the several moments needed to find and install a replacement roll can be some of the most desperate and cruel. What if there is no replacement? Are you saying that people should be responsible for bringing their own toilet paper roll with them at all times, on the off-chance that some dickhead failed to alert those responsible for supplies of the shortage (or, if themselves responsible, to obtain more supplies)?
Those who create such universally-undesirable conditions are responsible for correcting them. Victims are they, who are negatively affected by the universally-undesirable conditions created through the negligence or malice of others. Do not blame the victim, blame the perpetrator.
All I'm getting from this is 2 things:
1: You're trying to sound intelligent, and in doing so, you used some phrases multiple times, such as "universally-undesirable"
2: You're refusing to take responsibility for not checking to make sure you had toilet paper. If it's so important to you, then take responsibility for your own actions, and the lack of actions.
The argument you implied in your original comment, and which you reaffirmed in response to the objection by wewumbo, was that the responsibility to check and replace an empty toilet paper roll is comparable to the responsibility of checking and adjusting a toilet seat.
I offered a counterargument with reasoning. In doing so, I tried to be reasonably precise. Precise language often requires much repetition for the sake of clarity. My use of the term "universally-undesirable" was used to differentiate between conditions which are undesirable only conditionally—such as the toilet seat being up, being undesirable to women—and situations which are considered to be undesirable by all—such as approaching a toilet under intestinal distress and finding there a lack of toilet paper.
If you have a good argument in support of the idea that the responsibility to check and replace an empty toilet paper roll is comparable to the responsibility of checking and adjusting a toilet seat, I'd like to hear it.
