Net neutrality, in the most basic terms means that any bit of data is no more or less important than any other bit of data. So if you want to watch Netflix vs Youtube, you shouldn't have to pay more to your internet company to get one or the other. The largest expected outcome, if net neutrality is scrapped, would be that ISPs would be completely free to charge you for groups of websites at various price points, similar to Cable Television.
In addition, they would be completely free to slow down or limit your access to the web if they didn't agree with what you view. If you are republican and the ISP has democratic views, or any other combination, they would be completely free to just disconnect you.
The point of net neutrality is that the internet is a magnificent thing, allowing billions of people to share and access unprecedented amounts of information readily. If net neutrality is scrapped the Internet companies would be able to pick and choose what you are able to see based on what they want you to see. Being able to control the web is being able to control information and ideas.
As long as net neutrality laws are in place, the government is only allowed to keep the ISPs from restricting access without good reason, child porn, that's a good reason to restrict access; liking a different politician or news outlet, that's unfair to limit.
Businesses and money would be allowed to rule what you think, and how you think. the lack of Net neutrality would be they could not only charge you more for specific sites, but they could also charge obscene prices to sites such as netflix or Steam to get reliable bandwidth or speeds, or even go so far as refuse those sites any sort of connection, and instead establishing their own alternative streaming/gaming services.
tldr net neutrality laws are set up to make the internet a fair place where anyone has equal opportunity to explore and include their own ideas. If the laws are scrapped, then the internet will no longer be treated as an open market, but will become a monopoly that can be filtered and controled
