Saying that they are the same is like saying Goten is the same strength as Goku because they have similar looking powers.

Boros may look like Goku to you , but he isn't anywhere near Goku's level, so you can't use Boros as an example of Saitama being stronger than Goku. Like I said before, by that logic Goten can easily kill Goku because they look the same.
