It's not finite however since the speed of a gust of wind doesn't affect how wind is created and no matter how much of it we harness wind will still be created.

No he is 100% retarded because there are actual concerns and negative to wind turbines he could have brought up instead. Like how they kill thousands of migratory birds. Or how no one wants one in their back yard, and to most people they are eye sores and can ruin an otherwise beautiful landscape. Although being a Mechanical Engineer I think they look awesome, especially some of the really massive ones.

People like Joe Barton seem to throw questions like "Can Wind Turbines raise temperatures" at phone-a-scientist types, who might respond "Well, technically yes, but they also provide a cooling effect which will usually cancel out-" "HA, I KNEW IT, THIS'LL SHOW THEM" and just push for it on the technicality.
Wind Turbines can affect temperature, but rarely on a local scale such that it's a major change because it goes both ways, and never on the global scale Barton seemed to want to imply.
