It is based off of human body temperature, the same way celsius is based off of water.

The average human body temperature was originally 100 degrees on the scale (which is known as "blood-heat), but for the scale to work properly you also need to establish a lower domain.

They used the brine mixture because it naturally stabilizes its temperature automatically when mixed right (meaning that when mixed together the contents will eventually settle at a specific temperature regardless of the temperature of the items before combined).

The Fahrenheit scale (like the other metric systems Americans use) is founded not to further ease of scientific logic but on conventionalism. Fahrenheit is useful as a way to determine the temperature because it is essentially a scale of 0 to 100 where 0 is cold but livable and 100 is hot but livable.

If you want to do science and then use the celsius scale while doing it; if you want to know what the temperature actually feels like outside then grab a Fahrenheit scale.
