I'm not even sure of what you're saying now. Do you mean a Lvl 100 pokemon that doesn't have its EV's maxed?

What he means is that if the pokemo is lvl 100 it gets the instantly, but if its not it gain them as it levels up

Yeah, if you use a Reset Bag on it, then it'll lose its EV's

That doesn't affect its stats at the time though. EV's only affect the stats gained, so you wouldn't lose any, and you gain stats upon leveling up. So once you hit 100, you don't gain stats, and you can't ever lose stats.

If you use a reset bag a pokémon loses its stats
Otherwise I could keep resetting speed in my Greninja and have it have 999 Spe

No, it doesn't lose its stats, otherwise you COULD do that to a stat.

When you do Super Training, it doesn't increase the stat automatically. You still have to level up.

How exactly?

If you gained the stats automatically, then no one would level their pokemon up and I could beat the Elite Four with a team of Lvl 1 pokemon

Each status can only have 252 EVs, this equals to + 63 points at that status, you can get those at a lvl 1 pokemon.

The rest you gain from leveling depending on the IVs and the pokemons base status.
