Programming is what makes character move, and bug fixes and such.

Game design is what? Art and such? What type of game it is or something?

Programming is the skeleton of a game.
Game design is the outer skin.

Basically, it is what the characters, locations, etc. look like.

Actually that seems interesting. Does game design require the same basics as programming? High school is gonna start for me this year( 10th grade) so... I picked something that would allow me to then choose a college and go for programming

I am not too sure. Try taking some art classes to get a feel for the different styles of art and the different types of architecture around the world.
Games like Bioshock and Dishonored didn't get their unique style out of the blue. The developers took time researching the different types of architecture to come up with their decisions.
