i think that when the kaminoans train them, they have them learn a bunch of orders likely tailored by whoever ordered the army so they are sort of mind induced, in that they are trained from birth to follow those orders to the letter, but its not something thats outside their normal conditioning

I think what he means is that the Clone wars TV series expanded on order 66, apparently every clone had a chip installed in their brain that when activated made them blindly follow any order given. It was a way to ensure that the clones would have no feelings toward murdering the jedi

Kanbabrif , tostito , commissarcrunch , severepwner I can probably explain it pretty well. I'll start with some history first off.
Originally the clones had learned multiple orders like Order 66. Those orders, called Contingency Orders, were fail safe "activation" codes of sorts that were to be used as a last ditch effort to save the Republic. Order 66 was the most famous, but there were 149 more Orders, including ones that dealt with stopping the Chancellor from becoming an Emperor I'll get into that

Now, Order 66 normally would not have been carried out as it would require a senate hearing and have to be voted on. But due to Anakin telling Mace Windu about Palpatine being a Sith Lord, and Windu going to arrest and kill him WITHOUT a formal hearing, The Chancellor used this act of aggression to be given executive powers by the Senate since he used his unlawful arrest as proof the Jedi had turned rogue.
So now that he has Emergency Executive powers, he can bypass the normal rules regarding activating those codes, which he did. And obviously, he got rid of the orders dealing with his seizure of power because he legally could. That's why no clones really rebelled against him, everything he did was legal by Republic law.

Now, Order 66 in itself is odd, because it's a straight up execution. No trial or anything like the ones dealing with the Chancellor. It was the ultimate fail safe of the Orders, mainly due to the horrors of the dark side and how Jedi are the most vulnerable to it. If you were given that order, you had no choice as a clone and a soldier. Many clones actually ignored the order itself seeing it for what it really was, a Coup d'etat. I wanna say almost all of the origincal ARC troopers ignored it.

However, they retconned this in The Clone Wars animated series. In that, it's not an order, but rather a genetic programming activation phrase that they cannot ignore. I believe it was the clone trooper Fives who found this out, and confronted the Chancellor about it, in which the Chancellor had him killed. With this new plot hole, those aforementioned clones who ignored the order are kinda in a grey area with the order itself. It's reasons like this that there was a reboot for the series. So many inconsistencies. With the new canon, I believe there's only 5 or 6 troopers who ignored the order, those being the ones we see in Rebels because they removed that genetic chip in their brain that would force them to obey.

So, that's pretty much it. A lot of plot holes here and there, but that's Star Wars for ya. Here's a link to some of the other Orders if you want to read about them.

The whole thing wasn't really expanded on until the clone wars show. It's just a case of them going with what they had at the time with a mode that wasn't going to cover much of anything in depth.
