He bought them through the company. If a company that manufactures weapons/vehicles bought just 1 of those graphite cowls, then it would be obvious that they weren't being used to mass produce something and would therefore raise suspicions.

But my question is, why not just order a few of them and say it's for small-scale research? Hell, buying that many would probably mean Wayne enterprises bought more of those than everyone else who had bought them combined, and pique the interest of the manufacturer way more than buying just one.
