I try to do that if a have a mushroom, but it's really hard so most of the time i slam on the brakes and let the person behind me get it.

Also on some maps there are things that the shells can't go past, such as the cannon on the donkey kong levels.

Also on Yoshi's Island in double dash, there's a hidden cave that you have to use a mushroom to get into, but if you go in there while a blue shell is following you it will go nuts trying to find you since it can't go underground.

to be honest a master airbender probably could as they can halt or allow the movement of air to any degree. the vacuum theory for a bender isnt like what we have irl, seeing as he can suck the air away while making a solid wall of air prevent new air to fill the benders lungs/pressurize the chamber he created
