Is it cheating to revisit cleared out areas 72 game hours after you've cleared them out, to kill the same enemies again and re-loot the same containers again?

I've cleared out Super Duper Mart four times now. Where do those ghouls keep coming from? Same for Corvega Assembly Plant . I've killed Jared so many times, he just throws his key at me instead of making me loot it .

You think that it's not possible/plausible that your character could organize a group to build up a defensible area, coordinate efforts, and build a water production facility? Have you played any previous Fallouts? That's a recurring story in a bunch of areas. Hard work + Good Leadership + Strong Defenses = Success.

Look at Megaton. They built a viable community inside of a (unexploded) bomb crater. You think the Sole Survivor couldn't do that in Sanctuary? The place looks virtually untouched compared to some places in the Commonwealth.
