Could probably be done. But you'd need writers, voice actors and overall a really long time if you want to completely overhaul all the dialogue in the game.

Since nobody here seems to have been kind enough to tell you what it's called, it's "Full Dialogue Interface". There's also a mod that silences the protagonist, which I believe is called "Silent protagonist". Turning off the dialogue camera then gives you the same experience that the previous games did, just with less dialogue choices. FDI also makes the responses read the entirety of what you'll actually say.

I've thought a lot about this.

There is already a mod that will remove the player's voice acting, and display the full dialouge text. So that's a start.
But the full conversion Mod would require the addition of more branching dialouge paths,as well as integrated Skill checks, for Repair, Science etc.

Now once the GECK is released, this is technically possible. The main problem is changing NPC's and so they respond to the new options, and the inability to voice thier responses. Also they would have to change the paths of quests in some cases. Another problem is the sheer amount of work this shit would require, we're talking combing through thousands of lines of dialouge and integrating the new skill checks.

Their has been a lot of interest for amod such as this, so I think it is likely one will appear over the next year.
