Most GIFs have bad resolution because they're a series of pictures together. Expanding any picture will make it less recognizable. The only type of drawing I know of that doesn't lose resolution when it's expanded is a vector, but only in its original form. Once it's saved as a jpg or png you cannot resize unless you're making it smaller, really. Or if you don't mind blurriness.
