In order to legally cut off the barrel of any rifle to below 18 inches in length, you have to go to the bureau of Alcohol, Tobacco, and Firearms, also known as the ATF, to register the action and pay a $200 tax stamp for approval. ATF laws are for the most part utter BS and it's mostly for attempting to make a rifle concealable like a sawed-off shotgun or Obrez, but it's also to prevent people from tampering with their firearms without proper knowledge. Sawing off a barrel improperly may deform or damage the firearm in a way to where if you attempted to shoot it, the firearm may turn the weapon into a literal bomb that can kill you and surrounding bystanders.

However, he'd also encounter problems if he went to the ATF with an NFA Class 3 firearm with the intention to tamper/destroy it. Mostly for buying them without an FFL license and end up with them confiscated but at least those weapons would have been spared a cruel fate.
