Okay but there's a little more to it than that. First off Congress gives the president the budget that they will then suggest to Congress, because the president isn't going to have the time to figure out the budget for everything on top of everything else he does, it's an impossible task. The president does take the budget Congress gives him to give back to them and he can tweak it (realistically he asks an adviser) but Congress can just change it back to how it was. Congress then passes it up to him again and he can veto it if he doesn't like it but then Congress can pass it anyway, like regular laws. The presidents all accept what Congress gives them and pass it quickly because that budget has to be passed for the government to not be shut down, so even fi the president does have an issue with it there isn't much they can do.

President submits budget, congress edits the shit out of it to the point where it's unrecognizable, president tries fixing it as much as he can but it is still broken, signs it.

Well the president can't edit ANYTHING that's brought up for him to sing. There was something called a line-item veto where they could veto parts of a bill but it was grossly powerful and was removed quickly. Once something is in the presidents hands to be signed he either vetoes it or it passes in its entirety.
