No. It's just an add-on for firefox. I think it got killed thought when firefox 10 or 11 came out.
It was called LiveJasminKiller or something like that if you want to look.

I just looked it up, it's KillJasmin 2.4.
It works by checking the first 30 characters of a pop up's url against a blacklist of key words, so you don't have to worry about it killing the wrong things.
