When it comes to spam, it's been well written in the mod guide that these level 0 advertisement accounts should just have everything flagged, while a person mention spamming, roll spamming on a non-party board, or any other case where it's flaggable spam but a legitimate user, one (maybe two) comments is/are flagged as a warning and to get them to stop
