I might be able to help. A lobbyist is someone who campaignsfor and promotes a particular political interest (eg: pro-life/pro-abortion, certain industries, trade, etc) because they have a financial stake in that issue. In the UK there are rules about lobbying, and public delcaration of the private interests of public figures.
Nonetheless, the game ususally gets really dirty, really quick.
Eg: The US prison system is privatised. The companies who run the prisons make money based on how many inmates they hold for the state. So they hire people to persuade politicians and voters that longer prison sentences are a great idea. They promise fcampaign funding to candidates who support policies which will increase the number of American prisoners. This is fairly easy; you can always accuse those who say there is a place for communty sentencing of, "going soft".
Now consider that there are people like George Soros, the arms industry, the abortion industry, businesses dressed up as religious communities, and so many people hungry for power. This one of the reasons why public figures sell out.

Just to update, the federal government is moving away from private prisons with a decision that was made this year, don't remember the reasons they said but am thankful they are.

Also: why do you think Tony Blair sits on the board of directors for several US companies, and is now a UN envoy to the middle east? He played the game, and they greased his palm.
It will be very difficult to scrub this stain off western politics, not least because those within the system will act to defend it and themselves. The mere glimpse of a leader who will attack this system is one of the major factors behind the Trump win.
If he does manage to 'drain the swamp', this is one of the things which will get wiped out.
