So then what would be the alternative? People will change only if they want to. You cannot force another to change their way of life just like you cannot force another person to change their beliefs. The only thing you can do is provide the education and hope they change. If they change, then good for them, if not, then that is their choice and they will have to deal with it. There are a large group of people that pull unemployment and welfare despite being perfectly able to work, that is not an indicator of health, it is an indicator of laziness and apathy.

They tax HEAVY on cigarettes and alcohol as it is. Governments get a lot of money to fund the health system from drinkers and smokers, obesity, on the other hand, is a more untouched issue because people tend to be sensitive about it.
The smartest way to tackle the issue would be from an early age, though. Make obesity a serious condition and have social security come down hard on parents who raise their kids to be fat fucks, change up the school system's lunches so toddlers know what a vegetable is, and make Physical Education/Gym class more regular and serious.
Also, as cruel as it sounds, social shaming has to be part of it. People look down on smokers, pot-heads, and alcoholics, so the same should go for the obese. There's excuses involving genetics and "big bones", but in reality those cases make up less than 1% of obese people world wide. It's a disease, and a sickening one, and it should be treated as such.
Still, though. The best place to hit it would be schools.

Perhaps in the cases of people who smoke and drink to excess, they cannot purchase either unless they have signed an agreement that they cannot seek medical help for problems related to those products, except if they are able to pay for it out of pocket.

Also the UV ink is really badly saturated. It isn't even all the way in the lines, and what is in the lines isn't completely saturated.

This is not completely true. Cat's have fallen from very long distances and been splattered on the ground. Cat's can survive incredible drops, yeah, because of their evolutionary adaptation to right themselves and absorb the shock from hitting the ground. However, higher falls also have more instances of head injuries and chest injuries.
There was a study I came across alot looking this up. It's from 1987 and was determined in the New York Animal Medical Center.
