elements 3 came with my dads scanner i bought my manga studio for 40 bucks a couple months ago but there are plenty of free programs like Gimp and paint tool sai(paint tool sai is a trial but i think there are ways to crack the trial so it doesnt expire) paint.net isnt bad either... then theres always alchemy but you cant use ctrl z in alchemy.... mypaint is also free....hmm but yeah you could probably always find cheap professional or student grade art programs on a site like newegg

newegg.com usually has some cheap scanners its where i bought my tablet and manga studio from :3 they have a lot of electronics for really cheap prices but when u find what you want make sure you shop further to see if you can get better deals... i havnt found a place with cheaper prices on the stuff ive bought so far but who knows there could be cheaper stuff on other sites i have yet to find gif sorta related....but not really
