One Lock Needed
Its to keep the place locked from people outside. Each lock is probably attached to a different company or group. One for owners, power company, water company, misc utility company, designated repairmen, Maybe a spokesperson? etc etc
Then why not use ONE LOCK, and then make copies of the key and give them to each party authorized to open said lock, or is this designed such that you know exactly who is in there based on which lock is unlocked?
At least here those locks are not owned by the person who owns whatever they are locking. By law if you have gated power lines here you have to let the power company place a lock on your gate that they can open so they can reach your power line incase of emergency.
It is also isnt like the way you want because someone may tamper with the ONE lock and either replace the lock. barring access to everyone, or if the ONE lock breaks/malfunctions your only option is to have some bolt cutters on hand. Which if it isnt your lock means you also have to wait for the owner to come down and inspect the lock to give the go ahead to destroy it. In the other/shown way you can call on up to 5 other people to come and help you out. Perhaps the keys are in a locker and you have to sign in to be let in, and you are not allowed to leave the gate unlocked so they just have 6 people enter and use the lot at a time (or teams).
