I'm no expert at this, but I would assume that c4 on its own won't detonate from being run over. There must be some kind of a pressure switch that detonates it.

It takes a few hundred degrees at least. I don't know the actual number as that was never relevant. C4 is stable enough to be carried in our packs in over 120 degree weather and have nothing happen. They explode when run over because of the pressure plates which sends an electrical charge to the blasting cap or a similarly sensitive primer explosive. Terrorists don't use C4, they typically use homemade explosives which are more unstable or scavenged arty and mortar shells. They almost always use pressure plates or a command detonated IED, which are the ones you see in the movies being set off by a phone call. For the arty and mortars they will still use a homemade explosive to set off the larger shells. IED's are in the realm of the EOD techs and not the Combat Engineers. CE's deal with manufactured explosives and mines, which means all of my knowledge on IED's are from classes and the few times I got to meet and talk with a few of the EOD techs.
