That is a gross misunderstanding of that stat perpetuated by people actively being racist.
That region you're referring to when you say richest blacks, is right next to MANY poor areas in the population dense California. The region has high crime rates. The residents DON'T. Whereas the residents in the poor white area are in the middle of fuckall Kentucky with like nothing around DO the crime.
It's an objective case of money, poor people steal from poor people, if rich people are near they steal from them.
If you're gonna be racist don't try to back it up with studies that aren't true.
Violent crime does not even have that high a correlation with socioeconomic status, though. Family structure is far more important.
I watched a Jordan Peterson video, so my "evidence" isn't particularly authentic, but there was a theory that it wasn't being poor that caused violence and crime, but rather being geographically close to those of significantly higher status, with no means with which to promote yourself higher.
Of course there will be those that commit crimes to feed their families, but in terms of gangs, it tends to be a means to gain status through violent acts, to prove you are a tough guy.

I literally think of it comparable to be wrong so frustrated by the situation you revert to your more base instincts.
Those without higher status are less likely to have the ideal females to mate with, etc etc.
It was an interesting theory, when it brought up the fact that in neighborhoods where everybody is poor, they are just as likely to commit crimes as closed rich communities.
I don't like thinking of it that way because it kind of in a way dehumanizes the people who HAVE to live a life of crime to survive.
Rather than call it base instincts or reverting I like to remind myself why it's called the trap. Once you're in it you're basically stuck unless you're lucky.
