He has a kind of psychological scuffle with the joker. The Joker's game is to see Batman tumble into insanity. and he has won one some levels. But Batman's game is to intimidate and threaten criminals. The Batman's non violent stance doesn't work when you have an enemy that feels no apparent pain, fear, or trauma. He can't win with the moral highground. If he were to kill the joker, that would win him nothing. he would lose the game and the Joker would get his wish. He may be a bad person deep down, but his sanity is what makes him a hero. who knows what boundaries would be broken if he finally lost his mind.

There is also that Batman knows that he really isn't more sane than any of the villains he fights, and that if he takes that final step, from just beating the crud out of people to killing, no matter how justified, then he wont stop. There was even a series where Batman did start killing and ended up killing every criminal he found. Rob a gas station for 50 bucks? Batman kills you and hangs your dead body from a streetlight. Take an old lady's purse? Batman kills you and hangs your dead body from a streetlight.
Gotham PD went from "Oh yeah, we're looking for him.... pssh, fuck no we aren't! We love him doing our jobs for us! ", to "HOLY FUCK SHIT WHAT THE BLOODY ELVIS FUCKING A MONKEY ON THE STICK IS GOING ON?!?! Ok guys, now we are actually looking for him... all officers, shoot on sight, empty the whole fucking magazine into him, then reload, rinse and repeat, and keep on going until you are out of ammo, then siphon some gas from your car and burn the body... just to be sure he is actually dead..."

Well shit if that's all that's keeping Joker alive then here's a solution, let one of the other Justice League members kill him. or instead of sending him back to Arkham asylum every time Batman catches him (since by now they know he's just going to get back out anyway) why don't Gotham authorities just execute him instead?

Because knowing that deep down your not good gives you the right to resist those darker urges and do whats right over what's easy, batman's basically saying that if he were ever in a life or death situation in which he couldn't see any other way out he could and would throw his morals aside and do what needed to be done to survive... of course that's just what I'm getting from the supposed quote it would probably be clearer with context.

Well you've obviously never read a Superman comic then. And being lawful neutral is below batman because of the extreme methods he uses to beat down criminals and apprehend them. Superman most definitely does care about the world, as he's sacrificed himself many times to save it. For Superman it is not about punishment, it's just about saving the people that could be killed by the criminal. However, for Batman it's more than that. He's searching for justice and righteousness in a city drowning in crime and yet he still goes on, he's punishing those that would destroy 'his' Gotham.
