They are not "punishing the people for the fed shutting down". Congress is why the government shut down. Everything waits until they decide on a budget. Until they pass a budget. We cannot spend money except for emergency funds that get passed to keep things like the mail and military paid temporarily. People work at parks and other monuments. Those workers are no longer paid. No workers, no entrance. It's closed. It all will stay closed until this impasse in our government is resolved, which is about the affordable care act. One side wants it abolished, or at the very least postponed. One side wants it to stay established because it is already been passed and is law. Started the first of this month.
It is a waiting game of who will break first. Either congress will pass a budget anyway and start the government back up to what it was, or the affordable care act will be taken down so they pass a budget. Or a third option, we just live with a partially shutdown government.
That is what this is about. Not the government deciding "We need to punish these people. Shut down the parks and monuments. That'll teach those fuckers."

83& of the government is still running. Yes, some of these places need regular staff just to function.
The WWII memorial does not need to be closed off. Neither do any of these other open-air memorials. They were not closed throughout past shutdowns.
There is no need to try and close off privately funded historical sites.
There is no need to try and prevent people from pulling over and looking at Mt. Rushmore.
There is no need to try and get away with shutting down the amber alert website.
A park ranger told the media that "We've been told to make life as difficult for people as we can. It's disgusting."
They are absolutely trying to make the partial shutdown hurt more than it should. The same tactic was successfully used during sequestration. The rational is that if the people are hurting enough, they'll beg for the rest of the government to be funded. But if people don't hurt from it, they'll realize that a government shutdown is not the end of the world.
A responsible government of the people would be doing everything they could to mitigate the effects until the problem was solved. But instead they do the opposite for political ends.
