Ah yes, such primitive peoples would be confused, despite their driving licences and the evidence of all of the other cars parking within the very simple white-line-parking-space system they would immediately assume that there was nobody parked in the 'H' circle because they simply had not thought about doing it.

This is either a douchenozzle or a fake. No country that you can get an internationally-recognised driver's licence from is free from the notion of car-parks. Even in dirt with no markings car parks end up in a grid layout.
