Working theory about 30 minutes in: I think it is a critique of modern art. Comparing it to spam and incoherent garbage, while in itself being modern art ironically.
evidence for this is found on the recurring theme of spam and mentions of it being an artist website, along side what appears to be a gallary on the first link I gave.

strongly hinted at here noemata.net/ekstarie/173.txt where it says "please stop spamming art" a couple times.
