Start up by doing a low intensity cardio for a short while to warm up, then hit the weights, then do cardio(preferably high intensity in short burts.

Not only is resistance training healthy and make you more attractive, it is also effective at burning consumed carbs and the glucose in your body and your body will never burn fat before glucose or available carbs.

Ofcourse he could do both. Actually I highly reccomend it.

But he clearly states he doesn't want to get strong or ripped, and bodyfat was his main concern.
With this in mind, clearly cardiovascular exercises is exactly what he's looking for.

And indeed strength training could also be a relatively good way to stay in shape or lose weight, that is if you do proper workout routines, but the truth is doing a few sets of 10 pushups will virtually have no influence at all on him turning into a fatty or not and will hardly burn any calories at all.
