If we go with the DBZ theme of every new enemy is stronger than the last, 18 is vastly stronger than Frieza, and has even defeated SSJ Vegeta. Since Frieza can destroy a planet, it safe to say 18 could as well. On the other hand, Genos couldn't stop a meteor(relatively small compared to a planet) crashing to earth while going all out.

This is something that kind of bothers me. Frieza was a galactic tyrant, unmatched and unchallenged requiring a legendary transformation of a near dead race just to evenly square off with him and some guy built someone stronger in his fucking basement. Why did no other civilization do this?

The only reasoning I can come up with is our perception of the human race being skewed by movies that portray humans as inferior to almost all aliens. This would lead us to assume that all the planets that Frieza conquered were more advanced in tech than us, which may not be true. I mean, the Earth in DB has the capability of producing capsule tech. including a interstellar spaceship, and all the while being only about 20 years away from (possibly) perfecting time travel.

Ok, he's pretty bad ass. But frankly it seems more flashy than anything, but that's anime for ya.
My money is still on 18 because she actually beat her shows main character.

Yeah she's probably stronger, through scaling she's gotta be rediculously strong to even hurt them. Genos likely hasn't shown the raw strength to compete with DBZ that late in but he's definitely fast. Nonetheless it'd be a nice fight to look at.
