Heimer, shyvana, maybe rengar and karma are literally the only unviable champs outside of the highest tier of tournament play. Sorry to say but, the champions don't suck, YOU DO.

Rengar is flawed though in that he needs to snowball to do well, but doesn't snowball half as well as someone like jax or akali. It's more risk less reward.

I find that it's often easier to start rolling as Rengar, but yeah, if you don't, you're useless.
