Not the case at all. The electoral college assigns votes based on members of the legislative branch, that's why there are 538 total, 535 for the states and 3 for D.C. (100 senators and 435 representatives plus 3 votes for president for D.C. but no legislative representation besides that). However, in an effort to make the votes of smaller states matter more, the larger states had their populations shaved slightly to give lower population states more votes on the electoral scale. The 3 largest cities in the US (L.A., New York and Chicago) are all in states that had representation in the electoral system shaved away to give to less populated states like Alaska and Wyoming. As such, a Californian vote DOES, in fact, count for less than the vote of someone in Wyoming, simply because the system was made so that they do. By extension, the votes of city dwellers matter less due to the high likelihood of them being in a state that had its population artificially deflated to accommodate less populous state electoral vote totals.

For actual math on the issue. More than 3 times the number of people are represented in a single vote from California as are represented by a single vote from Wyoming, a Wyoming resident's vote therefore is worth more than 3 times as much as a Californian's.
