Recycling only applies to using energy that is generated as a byproduct and would otherwise be wasted.

Energy recycling is the energy recovery process of utilizing energy that would normally be wasted, usually by converting it into electricity or thermal energy.
There is no energy

What you mean would apply to - just using something silly because I'm not creative - heating up a room with the heat that gets generated at the backside of a fridge.
This is the first step of getting energy from an unusable source (gravitation/kinetic). Basically like a windmill.
He means to say that energy must have been used to get the water moving in the first place, most likely from electric pumps. So what these are doing is turning electricity, to kinetic energy, and back to electricity. In other words; a whole load of fuck all.
These things are probably used where there is sufficient gravity to push the water along, or they would be pointless.

These turbines in the water don't just rotate without affecting the flow of water at all, cause that would be getting free energy. You can't just create energy, obviously, that would be fucking retarded.
If you install these turbines, they will slow down the flow of water, then you will need to put more energy in to moving the water.
Like I said, the only time it would actually make sense to use this is in an abundance of energy provided by gravity.
