They are just freezers with bags of usually around 20lbs of ice. You just take a bag out and bring it in to pay. It's a convenience thing, like if you are going camping or to a party and need ice to fill a cooler.

not from the U.S. but we have them here and i buy ice whenever i go camping or on outdoorsy activities where you need to keep things cold.

i know for a fact that some people use these instead of freezers, they get a pack and empty it in one of those things that keep the heat in (can't remember the name for the love of me) and keep whatver they need to keep cold in there for the day.

it costs less than 0.40 euros for a pack

In 'Straya we call 'em eskies. Even a brand called Esky. They are simply insulated iceboxes (simple styrofoam works great too) and absolutely essential in hot countries like this.

Fridges have a pretty limited space for ice and if you need a large quantity of ice then it's easy to get a large bag of it. The idea is that you pay inside by telling them you are buying while you checkout so it is the last thing you get so it doesn't melt while waiting at the cashier. Also it's pretty cheap and hard to cart off in bulk so who would bother stealing it for the most part.
