You're pretty spot on. The world above the world of the humans is a life with too little suffering and so beings never live towards enlightenment but pleasure like you said. The worlds below the world of the humans is a life with too little pleasure (or too much suffering) and so beings never live towards enlightenment but the ceasing of suffering. The human world is the perfect world for finding enlightenment because it's not too good nor too bad.
Reincarnation itself is a trap, a trap which keeps you trapped through karma you gain throughout your life and other lives (bad karma is going worlds down and good karma is going world up when you reincarnate). When you follow the path of Buddhism you are working on realizing the workings of this trap, this karma and its results and living your life in such a way (because you understand karma) that you will not again reincarnate and gain liberation. Liberation from samsara (the cycle of rebirth which comes from ignorance and brings suffering) is the ultimate goal because at that moment you are free from suffering and realize what is true or not (so no more ignorance).
How to reach this differs with every Buddhist doctrine though. Some say you gain realization and insight slowly through meditation while some say it comes at once. Also, some Buddhist schools believe you can never be truly enlightened if you've never been a monk but I do not have a lot of knowledge on different schools so if you can prove me wrong please do.
From what I do understand though is that Heaven is just another world in the eyes of the Buddhist and may bring a lot of happiness and a lot of years of living but when these days are almost past you will still suffer knowing you have wasted eons (at least thousands of years) on simply partying and endulging and fulfilling desires.

People don't give two shits about anyone but themselves. Same thing goes for when you're waiting for your baggage at an airport. Instead of everyone staying 1-2 meters from the transporter thing, so that everyone can see the baggage, and you have room to take it, everyone is standing as close into it as they can. No one sees anything.
